The Health Officium is a cabinet-level agency of Odessa. Its charter is health and medicine in Odessa. It is one of several Officia that comprise the Oddessan government.

Responsibilities
Responsible for public health, the Health Officium's competencies include preventive medicine, infectious disease management, epidemiology, vaccinations, environmental health, health inspections, licensing of health care professionals, collection and archiving of vital records such as birth and death certificates, health statistics, developmental disabilities, mental health, and receiving and recording reports of notifiable diseases. In addition, the Health Officium operates and oversees healthcare in Odessa as well as regulating food and medical device safety.
Departments
Each Department in the Health Officium is headed by an Intendent and has charge of a specific sector of public health in Odessa.
Secretariat
The Secretariat consists of several divisions, the purpose of which is to support the delivery of health services, research, and oversight of health programs.

- Facilities Division—manages and maintains all real property and physical plant infrastructure, to include essential utilities
- Fiscal Management Division—has charge of budgeting and accounting activities
- Legal Affairs Division—drafts and reviews proposed legislation, provides guidance on regulations, represents the Officium in legal matters, and operates the Administrative Adjudication Service within the Officium
- Procurement Division—sees to all purchases necessary to fulfill the Officium's responsibilities
- Records Division—administers all recordkeeping requirements, both administrative for the Officium and operational, meaning facility and patient medical records
