The Auroran Syndicate of Communalists (ASC) is the decision-making and executive body of the Communalist League, Aurora-Wide (CLAW). Its offices are in Zofia, Pravnicka.

General Sessions

An Extraordinary Session of ASC in the head offices at Zofia, Pravnicka.

ASC meets twice each year, in May and November, to decide matters of general policy and to set priorities and objectives of Communalist states and organizations for the next 6 months or more. Sessions generally last from 1 to 2 weeks.

In between sessions, the Commissar is empowered to take decisions within his Writ of Office and in concert with the Communalist Agenda. For matters outside his authority, the Commissar may request an Extraordinary Session. In actuality, the Commissar is an appointee of Pravnicka and tends to represents the Pravnick Coordinator General.

Communalist Agenda

Set or modified at each Session of the Syndicate, the Communalist Agenda is the official program of all Communalists, whether individual, non-government organization, or states. The Agenda is the whole purpose of the Syndicate in that it applies the Tenets of Communalism to the world situation and serves as a road map for the furtherance of the Communalist cause.

Membership

There are two tiers of membership in ASC. The parliamentary members have one vote each, with the Commissar not voting except to break a tie. Supplementary members do not have a vote, but they have the right to speak and make their opinions and concerns known. In practice, the supplementary members have had considerable influence on the Communalist Agenda.

Parliamentary Members

The heads of state of each Communalist country, a so-called Permanent Representative, which is equivalent to an Ambassador-Plenipotentiary, from each Communalist country, and the chief executives of the Communalist organizations Aurora's Future and Benevolent Auroran Society of Communalists (BASC) are each parliamentary members. Although Fernandina's General Espiridión has retired from office, he retains his seat as a parliamentary member of ASC.

Supplementary Members

Various Communalist movements across Aurora also have standing with ASC, although in a non-voting capacity. Called Supplementary Members, the designated representatives of the fledgling movements have considerable influence with ASC even though they don't have the priviledge of voting. In large part, this is because ASC, and by extension CLAW, have the expansion of Communalism as a primary objective. While the number fluctuates, about a dozen Communalist movements have standing with ASC at any given time.
