Sinoptikon is a so-called Non-Player Nation. Those can also be termed 'multi-player nations'. We needed it where it is, as one side of an ongoing conflict (with neighbor Nolophon Caletica). Nobody 'directs its actions' per se, and it's not supposed to play any major role in world affairs, but any and all may write about it, detail it, and involve it in your own story lines. It's supposed to help set the character of many nations on Miotus as being 1) vaguely Greek/Balkan character, 2) fractious, and 3) historically subject to conflict.
