Nolopherae is another of the so-called Non-Player Nations. Those can also be termed 'multi-player nations'. Nobody 'directs its actions' per se, and it's not supposed to play any major role in world affairs, but any and all may write about it, detail it, and involve it in your own story lines. It also serves as an example 'bit player' on our stage - one of what must surely be dozens of truly minor nations sovereign yet "unimportant". Feel free to set up your own main nation with such "associated but distinct" bits of window-dressing next door. Or offer to set one up and occasionally play one next to a new player's nation -- the game seems most fun if one has neighbors to interact with. Such tiny countries have no place in the official Resource Chart, for instance - sure, make it an exporter of pistachios or chocolate, a source of fine watches or designer fashion, it just shouldn't be a major supplier of say, coal on the world market.
