One of the royally-chartered companies of the Kingdom, Royal Whale doesn't actually do any whaling. What it does do is obtain permits, licensing, and exchange services for Sam'thuman fishermen overseas. Stocks of edible fish in Sam'thuman waters are depleted - overfishing in the mid-2000s brought several favorite species near extinction. Other species can no longer be brought in, in marketable amounts.

Sam'thuma had huge fishing fleets at the time of the so-called "Topal fish crash". To keep those men at work, and to continue to feed the kingdom's fish-preferring populace, the fleets went overseas. To this day, hundreds of Sam'thuman-registered fishing vessels work in foreign waters. Some operate as subcontractors for host nations' home fleets, and some operate fully on behalf of Kingdom owners, with most of their catch making it home. Far-away catches of course turn up in Sam'thuman markets smoked, tinned, and frozen -- only the most prized fish head home by air or railway express.

The chief "products" of Royal Whale are not foodstuffs per se - rather, they produce reams of Odessan paperwork, certifications of ship inspections translated into Pravnick, and emergency replacement passports sent to an Aspenish Autoridad Portuaria office. They have a number of good instructional booklets in cartoon format - getting across the niceties of a foreign regulatory system to fishermen is an achievement in itself.

Royal Whale offices in some nations are accredited as consulates, and host a few experts on other trade matters than fishing.
