Pravnicka, formally the Unionist Commonwealth of Pravnicka, is a country at the eastern end of the continent of Abezin.

Etymology

The name Pravnicka comes from contracting the Old Chivic words of pravni, meaning lawful, and kontinya, meaning continuity, a term that began to be applied to legal property holdings of early Pravnick nobles. The founding of the Pravnick confederation in 1492 saw the first usage of Pravnicka in reference to the region as an entity.

History

Although the present Communalist state dates from 2064, the founding of modern Pravnicka is generally considered as the election of the first Grand Duke in 1619. Even before that, the Pravnicks consisted of the independent, yet loosely aligned, Eight Nations, seven of which still form the basis of Pravnicka's administrative subdivisions.

Pravnick States

Early history records eight nations as the first Pravnick states. Although strongly independent, the nations shared a common Chivic language and similarities in culture. With the increasing rise of foreign colonialism, the nations found themselves needing to band together to fend off outside invaders. Largely successful in this effort, no significant part of modern Pravnicka was ever subjugated by another country.

At the height of colonialism, seven of the nations agreed to form a confederation in 1492, which represents the genesis of the Pravnick nobility. As part of the confederation, each of the heads of the seven nations was style the Vevoda (Duke). Leadership of the confederation as a whole was rotated among the Dukes as they determined from time to time.

Samotáø was the only nation to not participate in the confederation. This marks the beginning of a split between Samotáø and the other Pravnick nations which grew into a full schism in 1533. Samotáø's Chief Horvath converted to Nordism at that time and, being somewhat isolated from the coast, declined to help repel the latest spate of invaders. These acts, viewed as treasonous by the remaining Seven Nations, retain strong and rather bitter disdain to the present day among Pravnicks.

Grand Duchy

Growing sentiments of nationalism around the world led to the nomination and election of a Grand Duke (Velkovevoda) to be "first among equals" in 1619. Historians generally regard this event as the foundation of the modern Pravnick state.

Following the War of Succession in 1803, the Grand Duchy became hereditary to the Vilem line and the Grozda Nation. With the split into two branches of the Vilem noble line into separate duchal and grand duchal lineages under the Overature of 1812, the Grand Duke transformed to superiority over the other Dukes.

In 1907, the title of the Grand Duke was changed to emperor (Cisar) to render it at least nominally equal with other noble sovereigns in the world. Interestingly, the country retained Grand Duchy of Pravnicka as its formal name.

Unionist Commonwealth

Pravnicka as a unified state was established following the Communalist Revolution of 2064, making it the oldest Communalist country on Aurora. The revolution, a popular uprising, ended the power of the nobility and introduced a classless society. In the spirit of Pravnick Communalism's Absolute Unionism, the distinct identities of the Seven Nations has been minimized even while they remain as administrative subdivisions and retain their historical contexts.

Government and Politics

The Government of Pravnicka administers the country's economy and society. As head of government, the Coordinator General oversees implementation of decisions taken by the parliament, the Congress of Deputies. Headquartered in the Basta Pravnicka, the Directorates of Pravnicka, as executive-level agencies, manage the day-to-day affairs of governance. The Coordinator General also serves as head of state.

Judiciary authority is vested in the Supreme Court of the Commonwealth, which supervises the lower courts. Pravnick law uses the inquisitorial system whereby judge, procurator (prosecutor), and solicitor (advocate for the defense) work collaboratively to determine the facts of the matter.

Under the principles of Absolute Unionism, Pravnicka does not recognize any political parties or movements. The practice derives from the concept that the Pravnick State is an extension of the people and the will of both are conjoined and synchronized. On this basis, a political party would function as a distractor and, thus, counter to Absolute Unionist doctrines.

Directorates

Pravnicka's cabinet-level government agencies are the Directorates. Each has competence in a particular sphere of state governance. The Directors, who are the senior executives of each Directorate, are members of the Synchronization Committee which serves as the Coordinator General's cabinet.

Seven Nations

Although no longer the independent or even the semi-autonomous regions they once were, Pravnicka's Seven Nations retain their historical boundaries and character. Even so, they have a common governmental structure in that each is led by a National Coordinator assisted by Directorates that mirror those at the State level. There is no national-level representative body, but each Nation has representatives in the Congress of Deputies in addition to those allocated on the basis of population.

Each of the Seven Nations has its own cultural heritage which contributes immensely to the Pravnick ethnicity. The Seven Nations are: Bedrich, Branko, Daria, Grozda, Matous, Otokar, and Sabina.

Exclave

In 2116, Pravnicka assumed authority over the Las Palmas region in Fernandina. Officially characterized as an exclave, the region is administered by a Governor and enjoys similar status as the Seven Nations. Uniquely, the region's residents enjoy dual citizenship: Fernandine and Pravnick. In practice, the geographic distance of the Exclave from Pravnicka proper results in more autonomy than the Seven Nations. On the other hand, the Exclave is less developed and more dependent on Pravnick benevolence.

Military

Traditionally, the Pravnicks have never maintained a strong standing military|, instead relying on citizens to defend their homeland. Led by a cadre of trained, professional soldiers, the citizen volunteer forces have superbly maintained Pravnick independence through the course of history. With the advent of motorized warfare and the introduction of combat aircraft, Pravnicka began to increase the size of its professional forces. Nonethless, their military remains structured for the defense and is still largely dependant on citizen augmentation.

Pravnicka's Ground Defense Force (Uzemi Obranasila) has responsibility to discharge land combat and is organized on a regimental basis. The Force includes infantry, artillery, cavalry, pioneer, signal, and transportation units. The cavalry and some artillery organizations have large numbers of professional soldiers due to the dependence on horses for mobility and the support the animals need. The infantry and pioneer units are easily augmented and are largely paper entities until filled in by their citizen complements.

Although the newest Force, the Air Defense Force (Letecky Obranasila) has the newest and most modern equipment, including the Pravnick-designed A-87G Kondor fighter-bomber and A-9U Orli interceptor aircraft. The technical nature of the air combat role necessitates a largely professional manning. Pravnick air power is largely intended to support ground troops and maintain air superiority. The force also includes cargo aircraft.

The Maritime Defense Force (Morsky Obranasila) has always been a coastal defense and fisheries protection force. As a result, while it boasts some considerable littoral firepower, the fleet has limited high seas capability. With the advent of Solidarity of the Communality and Mutual Aid and Defense, an ocean-going capability has become paramount. As a result, the Maritime Force, or MO, has grown from a tertiary service to one of prominence since it is key to any expeditionary capability of Pravnicka's military.
