Provides for the development, construction, and maintenance of a standardized road, rail, and air network between member states to promote the carriage of goods and passengers.

Investigation Service
The Investigations Service is an organization facilitating international police cooperation. It is administered at the Investigation Service Directorate in TBD. Its current director is TBD, formally of the TBD.
In order to maintain as politically neutral a role as possible, the Investigation Service is not involved in crimes that do not cross international borders, or in any political, military, religious, or racial crimes. Its work focuses primarily on public safety, terrorism, organized crime, illicit drug production, drug trafficking, weapons smuggling, human trafficking, money laundering, white-collar crime and corruption.
Each member country maintains a Investigation Service Office (ISO) staffed by international law enforcement officers from each member state. The ISO is the designated contact point for the Investigation Service Directorate, regional bureaus and other member countries requiring assistance with international investigations and the location and apprehension of fugitives. This is especially important in countries which have many law-enforcement agencies: this central office is a unique point of contact for foreign entities, which may not understand the complexity of the law-enforcement system of the country they attempt to contact.
Each office maintains extensive criminal records and is connected by a committed "hot-line" providing direct communication via a full-time duplex wire telegraph circuit. At any time, a member nation has access to the database and its police forces are encouraged to check information held by the Investigation Service whenever a major crime is committed. The ISO regularly publishes a "Most Wanted" list describing the 10 most wanted fugitives within the League.
