Minarchy

Minarchy is the absolute minimum of governance to permit national cohesion, since a true anarchy would be a lack of government. Seems to work best across a small territory.

There may be some constitution or charter as the only national law. If a more usual set of lawmakers and laws are present, to be called a minarchy their form and function have to be limitation on governance, not upon citizens. Even a monarchy can be a functioning minarchy, if the person or persons having power choose not to exercise it.

A government with internal anarchal tendencies must exhibit more activism externally, else predatory nations would be likely to take over. Thus arises the paridoxical situation of near anarchy at home, with a strong military limited to foreign legion status. Another occasional situation is a minarchy as a protectorate of a more conventional state. The wilder of the two can act as a relief valve for the more constrained.

Minarchists seeking to come to power (to lack of power?) sometimes politically ally with Dissolutionist Communalists, each usually figuring their system will naturally win out once the oppressive existing state is cut down to size.

Minarchal leaders tend to be limited in scope. Nolophon Caletica, for example has a Spokesman, who interfaces with foreign powers and is effectively the head of state, while their head of government at the moment is listed as Major-General Danarktes. Despite his rank and title, the military is in no way the ruler there, they just need a military man in charge of resisting neighboring Sinoptikon's recurrent invasions. In other respects, one could say Coordinator-Communicator Chrysilla Neomos is in charge.
