The UAC arose from the various Railway Union financial departments needing a way to keep Hz States in line. No matter what the set of laws, Union auditors could find discrepancies.

It is now independent of the HzRU, but still is a force to be reckoned with. UAC investigations have brought down five various Haromszeki administrations in the last decade. Of course not all corruption is governmental -- individuals and corporations are likewise targets.
