Treaty of Jalarel

The Treaty of Jalarel is a preferential trading agreement between Valania and Kassaten. It was officially signed on April 6 1534 at the Old Citadel of Jalarel. The treaty establishes the right of citizens of both countries to cross the borders and trade, as well as setting out legal provisions for such migration.
Process
Following the succesful state visit of Kassaten to Valania during the third quarter of 1533 both countries started on the creation of a trading agreement. On request by Kassaten the treaty was restricted to a preferential trading agreement. Most discussions stemmed from the articles that now culminated into the present article 5. Both countries clung to different opinions on how their laws should apply to their civilians when crossing the border. Halfway December 1533 an agreement on that subject was finally reached.
Because of the Reluriaan Rebellion Valania proposed an additional article that Kassaten should deny the sovereignty of the Democratic Republic of Reluriaa and should view them as a rebel organization. Kassaten denied as in their opinion such a provision had no place in this kind of agreement.
On 6 April 1534 it finally got signed at a great ceremony at the Old Citadel of Jalarel.

We, the Staten-Generaal of Kassaten, and the Patriarch of Valania, set down the following terms of agreement between us:
- That subsidies, tariffs and quota limits on some goods in both Valania and Kassaten to be reduced. The question of which goods to be determined later by interaction between both countries.
- That Kassatic traders be allowed to cross the Valanian border, and Valanian traders to cross the Kassatic border, with reasonable security checks, and they shall be issued permits to trade.
- That the office of Valanian Envoy to Kassaten be created as a permanent position, its holder chosen by the Foreign Relations Council, and a suitable building to be found in Maxburg for a Valanian Embassy.
- That a Kassatic Ambassador to Valania be appointed in whatever way the Staten-Generaal sees fit, and a suitable building to be found for his Embassy near the Basilica of Valans.
- That Valanian and Kassatic citizens:
- are subjected to the law of the country that they are commiting their actions in;
- can't however be subjected to capital or corporal punishment in the other country;
- can't however be extradited if the punishment they face is too harsh compared to their native law. This decision is to the discretion of the country they are in. In that case sentencing is based on the law of the country they are in;
- are transfered to their native country once they have fulfilled one-third of their sentence. Again it is to the discretion of the country they are transfered to to decide whether the sentencing is continued in their own country.
These provisions are to be set down as law within each of our illustrious countries.
