San Rafael, officially the Grand Duchy of San Rafael (Casatan: Gran Ducado de San Rafael) is a small sovereign city-state located in southwest Niveria. The territory lies on the northern coast of the Astalian Sea and shares its borders with Rajanan and Zîrkæ. One of Scandia’s microstates, San Rafael is one of the most densely populated countries in the world.
San Rafael was established by a group of Casatans that left the Doranian continent close to eight hundred years ago (741 C.E.) to establish a trading post in the coast of southwestern Niveria. Economic development was spurred in the late 15th century with the opening of several Casinos and Hotels. Since then, the town’s mild climate, splendid scenery, and gambling facilities have made San Rafael world renowned as a tourist and leisure center.

Administrative Division
San Rafael is the smallest country in Niveria, and the distinction between the State and City of San Rafael is purely theoretical. The State in fact consist of of only one municipality but there are six quarters or Caserios: San Rafael, Villa Montero, Yerba Buena, Los Pinos, Collazo and Santa Lucresia.
- San Rafael or Old San Rafael is the original Casatan settlement in the area. Located at the western end of the Bahamonde Peninsula.
- Villa Montero is located at the southeast end of the Bahamonde Peninsula. It’s the second oldest Caserio in San Rafael.
- Yerba Buena is the largest Caserio and the the principal residential and resort area in San Rafael.
- Los Pinos is home to warehousing, light industry and the Port of San Rafael. Over half of its land has been reclaimed from the sea.
- Collazo is located at the Arellano Peninsula. Is an affluent neighborhood bordered by Rajanan to the west.
- Santa Lucresia is an Island in the Astalian Sea south of San Rafael. It has the smallest population in the principality and much of the island was designated a wildlife reserve.
History
When the casatans arrived in San Rafael the bay was sparsely inhabited by fishermen that migrated from various parts of South Rajanan. They called the region Vidardha. However San Rafael did not develop as a major settlement until the Casatans arrived in the eleventh century.
Fearing a war with Casatan, Rajanan reached an agreement under the Treaty of Agrapain in 1021 to establish a commercial outpost. A charter was awarded to the Royal Casatan Maritime Trading Company (La Real Compañia de Marina Mercante) to start a trading post in the western Niverian cost.
In 1021 Don Sebastian, Duke of Vicáivaro was commissioned to carry out the initial colonization of San Rafael and was, therefore, upon successfully founding the city, appointed its first governor by the regent of Casatan, Fernando II. Don Sebastian named the region San Rafael because the Treaty of Agrapain was signed on September 29th, Saint Raphael’s feast day.
Don Sebastian governed San Rafael until his death in 1059. San Rafael was still being administered by the Royal Casatan Maritime Trading Company and after Don Sebastian’s death, his son Don Sebastian II became governor of the outpost.
San Rafael, as a successful settlement of the Casatan Empire, was used by merchant and military ships traveling from Casatan to Western Niveria and Northern Kwasina. Because of its prominence in the Astalian Sea region, a network of fortifications was built to protect the transport of goods from west to the Dorania continent.

San Rafael Museum of Art (Casatan: Museo de Arte de San Rafael) is San Rafael’s largest and most important museum in the duchy is located in the district of Yerba Buena. The Museum was established in 1370 to house the Ducal Collections. The Ducal Collections embrace major Niverian and Doranian works of art spanning five centuries and are today among the world's most important private art collections.
Santa Catalina Palace is the official residence of the Grand Duke of San Rafael. The Palace is named after the chapel of Santa Catalina that is located within the fortification. The palace overlooks the town from the adjacent hilltop.
Opéra de San Rafael is an opera house located in San Rafael.
San Rafael Cathedral Build in 1121 is the principal church of the Eastern Apostolic Church in San Rafael. The Cathedral is located in front of the Plaza de Armas in San Rafael.
