Prime Minister is the typical title of the presiding officer of a Parliament, or legislative assembly. Sometimes just heads legislative proceedings, sometimes also acts as head of government, an executive-branch function. When a Prime Minister is head of government, he often delegates the post of legislative chairman to a ViceMinister, or President. President is confusingly also a title for an executive-office head of government in other nations.
