Matttius Luca was the last Consul of Valania before the Theocracy's fall. He was a very efficient administrator who did much to correct the mistakes of the two Patriarchs he served under. It was principally through Luca's efforts that the Treaty of Jalarel was signed.
After the Patriarch's death, it was Luca who organised the government's resistance against the overwhelming tide of rebellion. He was eventually betrayed by his own soldiers and imprisoned for life. Under the 1536 Loyalty Act, he was released from prison and made Valania's envoy to the SCUN.
