Chancellor-Minister

Chancellor-Minister is an official title used by several different peoples. Politically, Chancellor has stood for various duties, and has been borne by officers of various levels.
Kancelarministrva—Chancellor-minister—was one placed permanently (or for a set term) in charge, typically of a Niverian realm the extent of a Duchy, Principality, or Kingdom. It is used recently in States having descended from such royal rulership for the head elected official of government. Not typically seen as just "kancelar" (direct translation of the Ingallish Chancellor) since "kancular" with an almost-identical pronunciation refers most often to a presiding judge. The similarity of the two leads to occasional confusion in Niverian, partucarly Haromszeki nations, as to who governs nations such as Schwerdt and Riechstadt, an executive-branch person or judicial-branch person. Such a situation historically occurred in some of the Haromszeki states when a supreme ruler really was first and foremost a Judge, titled Starosta or Primator.
At least in most Haromszeki tongues, the Ingallish confusion between a national ruler Chancellor and a University leader Chancellor does not exist, the head of universities typically being Rektor or Rektordon.
