High Chamber
Representation
Each Province-State is represented by two Vertreters (Representatives), for the chamber. Here, decisions concerning Riechstadt at large are taken, as well as various possible problems are discussed. The are 18 Province-States in Riechstadt, and with each having 2 vertreters, there are a total of 36 representatives in the High Chamber.
Process
When there is a proposal raised by either the Offorum or a branch of the government, it is presented to the High Chamber if it is of national concern. This is followed by a period in which representatives are free to openly discuss any aspect of the proposal, repercussions, implications, etc.
- Note: The chamber is directed by the Head of the Chamber.
After there has been exhaustive debate on the subject, and some sort of consensus has been reached, or in the case the debates are too heated and there is no consensus being reached, the Head of the chamber will call for a caucus. In caucus, representatives do not have the floor but are allowed to meet in groups to discuss the subject before voting one last time. Once the caucus has been exercised, the Head will begin voting.
Each Province-State will usually vote in conjunction, and so the number of votes are counted from 18, rather than 36. After voting, there is a short period of afterthought, directed by the Head of the chamber after which the process is ended.
The Head of the Chamber
The Head of the Chamber is elected by the citizens in popular elections. The candidate must however, have served in the Bundestag for a minimum of two terms of two years.
The current Head is Jahn Doenitz of the SPR.
The Low Chamber
Representation
The Low Chamber of the Bundestag is made up of 360 members. It is a mechanism of the Offorum, with 20 members representing each of the 18 Province-States.
Each delegate of the Low Chamber is elected democratically in their corresponding Province-State, by an assembly at the corresponding Provincial Offorum. Elections are held every two years.
Process
As described in the article for the Offorum, proposals, 'aktions', rise through the ranks of the Offorum until they reach the Lower Chamber, there they are debated among the delegates from the 18 Lander.
Most petitions are modified in the Low Chamber, to either combine them with other petitions and motions from other Lander or to make the petition a better candidate for law.
Once the Low Chamber has revised the motion, it is then made into a 'candidate bill' and passed to the High Chamber. In the High Chamber the candidate bill is debated and may be passed into law. (Refer to Process section of the High Chamber above)
